Good morning Gentlemen and Ladies.

This is Kim Jinwoog President of KRIMA; Korea Research Institute of Military Affairs. I welcome all of you scholars and specialists from Korea and India. It is a good opportunity for us to talk about India–Korea Military cooperation at this time in the era of new start of the relationship between both countries. I am sure this debate will be very helpful and precious for Korea and India defense and security improvement in the near situations and the long term period of the future.

Today we have two distinguished presenters. One is Dr. Srikanth Kondapalli; the Professor of Nehru University, who was the former chairman of the Center for East Asia of the school of International studies. He has served at IDSA; India Institute for Defense Studies and Analysis for many years more than 12 years as a researcher. The other presenter is Dr. Ahn Dongman; now the Professor of Hanseo University who has been the President of ADD; Agency for Defense Development. He has served at ADD for many years more than 30 years.

After listening to them, all the participants will be discussing the topics as arranged. What we have discussed today will be published at KDR (Korea Defense Review) and some valuable information and ideas may be reported to the key decision makers of the military. KRIMA and IDSA; India Institute for Defense Studies and Analysis will be co-hosting the first Korea-India security Forum in New Delhi coming December. So this meeting will be some kind of warming–icebreaking debates of the specialists from the both countries.

I am honored to introduce key note speakers Kim Dong Shin; the former minister of Korea Defense ministry and Mr. Kirat Gopal Vaze; the Consul of the Indian Embassy at Seoul. Coming Korea-India Security Forum will be using English, so it is recommended to use English at this meeting which is somewhat preparatory conference of that.

Lastly I have to say that KRIMA is indebted to KAI (Korea Aerospace Industries), Poongsan Cooperation and LIG Nex1 for its funding of this meaningful debates. And thank you again for all the presenters and the specialists from the public and the private sector.

여러분 안녕하십니까?
21세기군사연구소 김진욱 소장입니다. 지난 1년간 인도에 있다가 이렇게 오랜만에 보고 싶었던 선배님들과 후배님들을 뵙게 되어 기쁘게 생각합니다. 또 인도에서 오신 스리칸쓰 교수님과 박사과정에 있는 죤 조진, 딥시카 등 학생들과 대사관에서 오신 키라트 고팔 영사님 등 모두 환영합니다.

저희 연구소는 금년 2월 1일 인도의 국방연구소 (IDSA, India Institute for Defense Studies and Analysis)와 합의각서를 체결하고 12월에 제1회 한-인도 안보포럼을 개최하기로 결정했습니다. 오늘 이 토론회는 그 준비모임으로서 앞으로 한국과 인도, 양국간 군사관계의 방향을 연구하고 또 전략적 공감대를 형성하는데 중요한 의미가 있다고 생각합니다. 앞으로 양 연구기관간에 정기적으로 혹은 비정기적으로 군사정보 및 군사기술을 교환하고 또 학자들과 전문가들을 교환하게 될 것입니다.

오늘 토론회에 귀중한 두 분의 전문가를 모셨습니다. 한 분은 인도 네루대학의 동아시아 센터 소장을 하셨던 스리칸쓰 교수님이시고 또 한 분은 ADD의 소장을 하셨던 안동만 박사님이십니다. 먼저 두 분의 발표를 들은 뒤에, 오늘 참석하신 모든 분들께서 각기 지정된 주제에 따라서 코멘트를 하시고 토론을 하겠습니다. 오늘 발표되고 토론된 내용들은 월간 군사세계 KDR에 기록될 것이고 또 가치있는 정보나 아이디어들은 정책결정자들에게 보고될 것입니다.

기조연설을 하게 될 두분의 연사를 소개하게 되어 영광입니다. 한 분은 국방장관을 지내신 김동신 장관님이시고 또 한 분은 인도 대사관에서 나오신 키라트 고팔 영사님이십니다. 오늘 이 모임은 장차 12월에 있을 한-인도 안보포럼의 준비모임의 성격을 띠고 있어서 가능한 영어로 회의를 진행하도록 하겠습니다. 그러나 통역자가 있으니 한국어로 하실 분들은 기탄없이 한국어로 의견을 개진해 주십시오.

오늘 토론회에 안광찬 장군님을 비롯해서 자타가 공인하는 주요 전문가 여러분들을 초청하였습니다. 한-인도 군사관계 발전의 필요성에 공감하시어 발표와 토론에 흔쾌히 참석해 주신 한국과 인도 전문가 여러분들께 다시 한번 감사의 말씀을 드리면서 행사를 후원해 주신 KAI와 풍산 그리고 LIG Nex1에 고마운 마음을 전합니다.
